Child Welfare Worker IIs in Alameda County provide intensive assessment, case management and/or casework services toward providing the most stable home environment for children who have been or are in danger of being abused, neglected or abandoned. They perform social casework of an advanced nature for children and families while dealing with complex problems under the time limitation and responsibility imposed by court action; and perform related duties as required.

YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY

Qualified applicants must be current county employees and have completed, by the last day for filing, the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

This class represents higher skilled, journey level professional accounting positions.  Incumbents of positions in this class work independently and do not require the technical supervision ordinarily given to the entry-level positions of Accountant-Auditors or lower classifications. In some smaller departments, Accountants may have a wide range of departmental accounting responsibility.  In large departments having varied accounting functions, Accountants may maintain financial records for a department division.  They prepare and review vouchers, warrants, purchase orders, requisitions, and similar financial documents.  Positions in this class are distinguished from the next lower class of Accountant Auditor in that the latter is an entry level, trainee position.  Accountant is distinguished from the next higher class of Senior Accountant in that the latter has program responsibility and performs the more difficult technical work and has lead and/or supervisory responsibilities.

Responsibilities of this broad administrative series normally encompass a variety of activities, such as planning and conducting organizational and policy studies, performing activities related to personnel, purchasing, contracting and budgeting and overseeing functions and staff in administrative services areas. Administrative Specialists may also supervise the work of a small support staff on a project or day-to-day-basis.

Responsibilities of this broad administrative series normally encompass a variety of activities, such as planning and conducting organizational and policy studies, performing activities related to personnel, purchasing, contracting and budgeting and overseeing functions and staff in administrative services areas. For Reinstatements:
Pursuant to Civil Service Rule 1744: On the request of a department head and approval of the Commission, a regularly appointed employee who resigned in good standing may, within three years after the effective date of his/her resignation, be reinstated in a position in the class from which he/she resigned or in a position in another class for which he/she may be eligible as determined by the Commission. Appointments by reinstatement following resignation are subject to the probationary period established for the class. You must have been a classified County employee in the same job code or in a job code at the same salary maximum and left the County in good standing. In addition, you must meet the minimum and special qualifications of the specific position.

For Transfers:
You must be a current County classified employee in the same job code or in a job code with the same salary maximum for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.

For Voluntary Demotions:
You must be a current County classified employee in a job code which is at a higher salary maximum than the vacancy for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.

The primary goal of the Alameda County Temporary Assignment Pool (TAP) Program is to provide immediate, staffing support services to all Alameda County departments. Departments may utilize TAP employees to provide coverage for all temporary staffing needs including special projects, long-term leaves, and pending recruitment processes.

Positions in TAP are provisionally appointed as Human Resources employees and are classified as Services-As-Needed. TAP employees are eligible for medical and dental benefits once eligibility criteria are met. Work assignments will vary in duration, from one day up to eighteen months. Job duties and requirements will vary from assignment to assignment. An employee's administrative skills, work experience, performance evaluations at Alameda County and availability to work are all determining factors used when assigning new job orders to employees.

Continuous employment is not guaranteed. Therefore, it is recommended that employees be prepared for the possibility of gaps between work assignments.

Selection and Assessment Process

The TAP Unit will recruit Administrative Support on an as-needed basis dependent upon the needs of Alameda County. The Assessment Process includes: 1) application review, 2) a series of computer based assessments including: filing, reading comprehension, typing, Microsoft Word and Microsoft Excel, 3) an oral interview, and 4) checking of employment references.

When TAP recruitment is not open for the Administrative Support, potential applicants may add their email address to the Job Interest List to be notified.

What is CalWORKs Public Service Trainee Program (CPSTP)?

• CPSTP is a highly competitive one-year job program, which uses both classroom skill building and on-the-job training to prepare CalWORKs participants for careers in the public and private sectors.
• Selected participants earn $24 an hour as temporary Alameda County Social Services Agency employees.

Who qualifies?

Applicants must meet the following criteria:

• Currently receiving CalWORKs cash aid in Alameda County
  • If the parent/caretaker is no longer receiving cash aid, one or more of the children must still be receiving cash aid
• No current or open sanctions by the selection period
• Must possess, at a minimum, a high school diploma or GED

The recruitment and application period begins in March 2023; however, the actual program will begin in October 2023.
